I had the exact same thing happen on my biplane (Pheaton 90). Built 0-0-0. Ballooned and would float too long near the ground. I added a 1/4" shim on the top wing back struts and solved...

Positive incedence on the stab makes sense. The bipe I have and others I've flown needed quite a bit of down elevator trim (about 1/4"). Raising the stab a bit should help that.

The aluminum tape works. A friend did a TF giant P-51 that he modified into a B model and covered some of it in aluminum tape. Looked fine to me.
