I've had 3, and ditto on needing down elevator. All three had crow after a few familiarization flights, and all three needed different down elevator.

That is the way I did mine. Keeping the glue, epoxy and paint light you can come in at about 16.5 pounds dry.

I used older Hitec 605 analogs on flap and ailerons, and a 5245 on elevator. Rudder has Hitec 225's.

Looking only at the price point, seriously consider a Wren 70 kit.
1 1/2 hours to put it together, and any service needed is available in Decatur, IN.

Your local hobby shop either has, or can get Robart 560's with Robostruts (what I am using).
...or...if you want trailing links, Todd (at Dreamworks) has a set for it.

It goes MUCH faster than you think.
I got my model at page 120, and it took 3 evenings of skimming, with some occasional cut-and-paste to a WORD file.
IMHO, it is WELL worth your time to skim...

Got it figured out in the (more awake) light of day.
With the tubes in place, the LE tip, and TE differ by less than 1/16"....close enough.
