I got the electric valves when I got my kit 2 years ago and could never get them to work right. I even sent them back to get checked out but still couldn't get them to work so I threw them out...

I don't understand why you refuse to do the rudder mod.
You've lost one rudder and part of the fin to flutter already, why would you want to tempt fate twice?

I guess you can do it while the gear is mounted on the plane, it's just easier to take the struts off and do them on the bench.
I did mine before I mounted the gear.

200 MM is 7 7/8", I balanced it at 8" which put the balance point 5/8" behind the main former.

Is your main gear set up with the air/oil combo?
I had a similar problem until I "pumped up" the cylinders.

The UP-3 valve has 4 needle valves to control the speed of each function: gear up, down, door close, open: it can't control the speed of an individual gear.
