Well I am doing what tor said but it still confused me why this flutter happens. Even the scalejets f -16 has the same rudder setup. And it works great.

Tor, that is correct. Most pictures I have seen of this jet is the tail pipe coming right to the edge of the cone. But there where a few that were inside the tailcone.
